Below you will find some helpful information and links in regards to determining whether or not any import duties or tariffs could be applied to a shipment when importing from overseas.
One of the biggest determining factors of this is the origin country of where the goods are manufactured. For example, goods that are manufactured in Canada (Adamson for example) are included under the USMCA agreement (The United States Canada Mexico Agreement) meaning they will incur no import duty or tariffs when imported into the USA or Mexico, and vise versa. This also applies when goods that originate from either of the three countries, that have previously been exported into Europe or Asia, are then imported back into one of these three countries - as it’s the goods origin which is the determining factor, not where they are shipping from. So product country of origin is key.
Whereas country of origin plays a large part, you also need to consider the classification of the goods. Because importing loudspeakers into the USA from outside for example, generally attracts no duty due to the classification (HS Code), though other items such as flying frames (made of steel), cables (mostly copper), and amplifiers (could be manufactured in Asia) will have another classification - and it’s at this point where HS Codes come in to determine classification.
HS Codes, and HTS Codes (USA):
A Harmonized Tariff Schedule (HTS) code is a 10-digit number used in the United States to classify imported goods and determine the correct customs duty. It builds upon the 6-digit international Harmonized System (HS) code, with the final four digits being country-specific to provide more detail. You need the correct HTS code to correctly import goods and calculate duties in the US.
How it works
International Foundation:
The first six digits are an HS code, a global standard for classifying goods for customs purposes, used by over 200 countries.
US-Specific Details:
The last four digits are unique to the United States' Harmonized Tariff Schedule (HTSUS) and are used to determine specific duties, taxes, and for statistical data collection.
Function:
The full 10-digit HTS code precisely identifies a product's material, purpose, and other characteristics, which dictates the duty rate upon entry into the US.
When goods arrive at a port or an airport the shipping company or forwarder will advise in advance as to whether there will be any import duties to pay. So working out all of this in advance isn’t a requirement if you aren’t familiar with importing, but having an understanding will help you determine what costs could be involved with importing a system or a console from overseas.
There are a lot of countries that just charge a flat rate of duty. If you take Singapore for example you’ll only be charged GST for an import based on its value. It’s also similar for countries like Australia, who mostly charge a flat rate of 5% plus GST. It can be a lot more complex in Asian countries though, so it’s worth contacting a freight clearing company or doing some research using the HS codes listed below to gain some insight.
